How the SEC Tariff Works in 2026
Saudi Electricity Company (SEC) uses a two-tier residential tariff. The first 6,000 kWh of consumption per month is charged at the subsidized rate of SAR 0.18 per kWh. Anything above 6,000 kWh is billed at the higher rate of SAR 0.30 per kWh. A flat meter service fee of SAR 10 is added every month. The 15% Saudi VAT (since July 2020) is then applied to the whole subtotal.
Commercial premises pay a flat SAR 0.32 per kWh from the first unit, plus the same SAR 10 meter fee and 15% VAT. Government properties have their own tariff schedule and are not covered by this calculator.
Worked Example
A four-bedroom villa in Riyadh consumes 4,800 kWh in July (heavy A/C use). Because consumption is below 6,000 kWh, the entire amount is charged at the lower rate:
4,800 × SAR 0.18 = SAR 864.00
Meter fee = SAR 10.00
Subtotal = SAR 874.00
VAT (15%) = SAR 131.10
Total = SAR 1,005.10
How to Pay Your SEC Bill
You can pay your SEC electricity bill through any of these channels:
Sahel app (official SEC mobile app — Apple App Store / Google Play)
SADAD payment via your banking app (biller code: SEC)
STC Pay, Apple Pay, mada on the SEC website
SEC self-service kiosks in Tamimi, Hyper Panda and other malls
Tips to Reduce Your SEC Bill
Set A/C to 24°C — every 1°C colder adds about 6–8% to consumption.
Switch to LED lighting (uses ~80% less electricity than incandescent).
Check for under-tariff property classification — a villa registered as commercial pays more.
Run laundry and dishwasher off-peak (the SEC time-of-use program is being rolled out gradually).
Have your A/C units serviced before summer — dirty filters increase consumption by 10–15%.
What is the SEC residential electricity tariff in 2026?+
The Saudi Electricity Company applies a two-tier residential tariff in 2026: SAR 0.18 per kWh for the first 6,000 kWh consumed per month, and SAR 0.30 per kWh for any consumption above 6,000 kWh. A meter service fee of SAR 10 and 15% VAT are added.
Is VAT included in the SEC bill?+
Yes. 15% Saudi VAT (effective since 1 July 2020) is applied to the entire electricity bill including the energy charge and the meter service fee. The VAT is shown as a separate line item on your invoice.
How do I pay my SEC electricity bill?+
You can pay through the Sahel app (official SEC app), SADAD via any Saudi bank's app, STC Pay, Apple Pay, mada cards on the SEC website (se.com.sa), or at SEC self-service kiosks in major malls.
Why is my SEC bill higher in summer?+
Air conditioning typically accounts for 70% of summer electricity consumption in Saudi homes. Summer bills can be 3–4× higher than winter bills. Setting your A/C to 24°C and servicing filters before summer can reduce bills by 15–25%.
Are there any subsidies for low-income Saudi families?+
Yes. Saudi citizens registered in the Citizens Account programme (Hesab Al Muwaten) receive monthly cash support that offsets a portion of electricity, water and fuel costs. Eligibility is based on family income and the support is calculated separately.
